New GRA Warning on Bringing Phones to Ghana: Fair Policy or Too Strict?

The Ghana Revenue Authority (GRA) has issued a strong warning to travelers returning to Ghana: bringing multiple phones on behalf of friends and family could be treated as commercial importation and may attract import duties.

According to Customs Commissioner Aaron Kofi Kanor, an individual traveler is generally allowed to carry up to two phones without paying duty. However, carrying several phones for different people could be viewed as a business activity rather than personal use.

The announcement comes after previous discussions surrounding travelers who were required to pay duties on multiple phones and accessories brought into the country through Kotoka International Airport.

GRA says the policy is necessary because high-value devices such as iPhones and Samsung smartphones generate revenue for the country when imported through the proper channels. On the other hand, many travelers believe they are simply helping friends and relatives avoid expensive shipping costs.

This raises an important question:
